AMENDMENT NO. 1
Ladies and Gentlemen:
Please refer to the above mentioned RFA, Section A – INSTRUCTIONS FOR APPLICATION FORMAT, paragraph 2 – PREPARATION AND SUBMISSION GUIDELINES, whereby applicants are required to acknowledge receipt of this amendment as a part of their application on the form attached herewith. Please upload the receipt acknowledgement on the project website as a part of your application. TDEA will only advertise any amendments on its project website.
The subject RFA is hereby modified as follows to increase the number of provinces applicable to geographic coverage of thematic area # 2:
I. SECTION – C: PROGRAM SUMMARY/ PROGRAM DESCRIPTION:
Thematic Area # 2: Citizens’ Engagement and Accountability for an Effective Local Government System
Delete sub-paragraph 6, titled “Geographical Focus” in entirety and insert the following:
Applications are invited from Punjab, Sindh, Balochistan and Khyber-Pakhtunkhwa provinces. At the least 1 grant will be awarded in each province. Applicants should have a specific geographical focus for public awareness and demand side activities, while simultaneously identifying relevant provincial authorities for advocacy, policy relevant inputs and engagement. Each project should preferably focus only in one of the four provinces.

USAID INVITES GRANT APPLICATIONS TO STRENGTHEN CITIZENS’ VOICE AND PUBLIC ACCOUNTABILITY – THIRD CYCLE
The Citizens’ Voice Project has invited applications from interested registered Pakistani organisations (e.g. community-based organisations, non-governmental organisations, professional and business associations, research institutes and think-tanks) identifying innovative models for strengthening citizens’ voice and improving public accountability.
In the third cycle, the project intends to make 31 grants worth $5.2 million approximately, in five thematic areas, which are:
1) Advocacy for Effective Implementation of the Frontier Crime Regulations (FCR) Reforms;
2) Citizens’ Engagement and Accountability for an Effective Local Government System;
3) Citizens’ Voice for Strengthening Transparency and Accountability Mechanisms; br/>
4) Citizens’ Advocacy for Implementation of 18th Amendment; and
5) Energy Sector Reforms
Out of the 31 grants 02 grants will be made available for Advocacy for Effective Implementation of the Frontier Crime Regulations (FCR) Reforms, 05 for Citizens’ Engagement and Accountability for an Effective Local Government System, 06 for Citizens’ Voice for Strengthening Transparency and Accountability Mechanisms, 08 for Citizens’ Advocacy for Implementation of 18th Amendment and 10 for Energy Sector Reforms. The project will have national coverage with focus on some priority districts in various regions.
This project is in support of the US Governments commitment to strengthening democracy in Pakistan.
